The chairman of FIFA's audit and compliance committee has resigned in protest at reforms at football's governing body.
Domenico Scala said he's angry the new council will be able to appoint and sack those in charge of committees.
FIFA members at Friday's congress voted in new powers to allow new president Gianni Infantino's council to fire Mr Scala and ethics committee leaders who investigate corruption claims.
Until recently, those independent officials were seen as a key check on FIFA.
The move comes after a corruption scandal saw former president Sepp Blatter and secretary general Jerome Valka ousted.
Since starting in February, Mr Infantino has sought to separate the football side of FIFA's role from the business side.
On Friday, he announced the organisation's first Secretary General Fatman Samoura would be handling the business side, despite her limited experience.
Mr Scala, referring to FIFA's backing of the move to increase Mr Infantino's powers, said in a resignation statement: "I am consternated about this decision because it undermines a central pillar of the good governance of FIFA, and it destroys a substantial achievement of the reforms."
FIFA reacted by saying Mr Scala had "misinterpreted" the decision and made "unfounded claims which are baseless".
