The US Senate has voted unanimously in favour of tougher sanctions against North Korea, after the country's recent nuclear and rocket tests.
It targets anyone who directly or indirectly helps Pyongyang's weapons proliferation or human rights abuses.
The House of Representatives passed a similar bill last month.
The two must now be reconciled into a final measure for President Barack Obama to sign.
The draft legislation also sanctions the sale of luxury goods and technology that might undermine US cyber security.
It comes after South Korea suspended its operations at the Kaesong industrial park jointly run by the two Koreas, on Wednesday. Seoul said the North was using its investment "to fund its nuclear and missile development".
Congress has been keen for sanctions to be tightened since North Korea tested a nuclear device in January.
But with vastly more trade being done with China - one of the North's last remaining allies - than with the US, politicians admitted that the measures were aimed as much at demonstrating US resolve to Beijing, as at Pyongyang itself.
