Russia's suspension from all international athletics competitions has been extended until beyond the London World Championships.
The International Association of Athletics Federations (IAAF) voted to continue the ban on Russia's participation.
It means Russian athletes will not be taking part in the London games, which are due to take place in six months time.
The IAAF indicated the Russian Athletics Federation was unlikely to be reinstated until the World Anti-Doping Agency (WADA) confirms the Russian Anti-Doping Agency (RUSADA) is compliant with its rules.
That is not expected to happen until November at the earliest.
Rune Andersen, the independent chairman of the IAAF Taskforce, said: "The road map that I outlined... clearly states there will be no reinstatement until RUSADA is functioning... and presumably if everything goes to plan there will be a full reinstatement by November 2017.
"This meant Russia as a nation, or RUSAF, is not recommended by us to be reinstated before that time."
IAAF president Lord Coe added: "We have always been at pains to provide an opportunity for athletes who can demonstrate they are from a clean system, where we are comfortable that the registered testing pool is a valid one, and that they are under international supervision.
"But most importantly we are not going to jeopardise the opportunities and the chances of clean athletes who are competing alongside them. We have always felt that that is a proportionate response."
In December, an independent report revealed Russia "corrupted the London 2012 Olympic Games to an unprecedented degree".
The extent of Russian state-sponsored doping was revealed after a re-testing programme that took the number of proven drug cheats who competed in London to at least 61.
An earlier report found evidence of state-supported doping of Russian athletes at the Sochi winter games.
Lord Coe, who was chairman of the London 2012 Organising Committee, told Sky News at the time: "I was angry (when I heard) because every athlete that was in that stadium had devoted half of their young lives to that moment.
"To have that dream, that ambition, that decade of hard work, the commitment of family and friends and massive financial sacrifice ripped asunder in such a shoddy way made me feel angry."
As IAAF President, Lord Coe imposed a blanket ban on Russian athletes at Rio 2016, the International Olympic Committee decided to allow individual sports to decide, with some more lenient than others.
