Russia has denied being behind airstrikes that have reportedly killed dozens of civilians in a hospital and mosque in Syria.
Turkey said more than 60 had been killed in the attacks but the UK-based Syrian Observatory for Human Rights put the death toll at 23.
Russia denied reports it was behind the attacks on the rebel-held city.
"Russian planes did not carry out any combat missions, to say nothing of any air strikes, in the province of Idlib," said Igor Konashenkov, a Russian Defence Ministry spokesman.
The Observatory said the air strikes targeted a number of positions in the city, one of them next to a hospital.

Footage showed one child being rescued from the rubble.
A number of rebel groups operate in Idlib, including the al Qaeda-linked Nusra Front.
Russia is allied with Syria's President Bahsar al Assad and its airstrikes against those trying to overthrow the regime have been key in halting rebel advances.
However, the West has accused Moscow of targeting Western-backed rebel groups rather than so-called Islamic State.
The attacks were the deadliest since February's ceasefire agreement.
That was brokered by Russia and the US but did not include I.S. and the Nusra Front.
