The Mexican president has condemned an arson attack on a bar in the southeastern port city of Coatzacoalcos which killed 25 people.
Veracruz state governor Cuitlahuac Garcia suggested the fire at the Caballo Blanco bar may have been the result of a dispute between gangs.
Prosecutors initially said the blaze killed eight women and 15 men as well as injuring 13 people, but the number of dead later rose to 25.
"In Veracruz, criminal gangs are no longer tolerated," Mr Garcia said.
He identified the chief suspect as a man known as La Loca and gave his name as Ricardo N.
Mr Garcia said the man had been detained in July but was released after being handed over to the state prosecutor's office.
President Andres Manuel Lopez Obrador said: "The criminals went in, closed the doors, the emergency exits, and set fire to the place.
